Illegal operations of the police (FBI):

 

 

The now following actions were used against the Black Panther Party and another persons in the USA. 1 only want to show to what the police and the state is able to do.

 

Observation:

 

A massive observation programme was used against disliked persons and organisations: bugging, fraudulent penetration and burglary in houses and offices, electronically observation, post‑observation.... The reason of these activities was not because of the information, but a paranoia should be created by letting the target‑object know, that he got a "special treatment". In FBI‑files it is reported, that the observed should think, that "an FBI agent is behind every mailbox".

 

Post‑faking:

 

A tensional atmosphere should be created or increased among one or several groups by producing faked letters. If violence was expected, the efforts were intensively increased.

 

"Black Propaganda" Operations:

 

Publications, for examples leaflets, declarations etc. were published in the name of the target­objects to distort their positions, actions and aims in the public.

 

Misinformation or "Grey‑Propaganda":

 

Wrong information were given to the media in order to discredit the target‑objects. This was made to prepare the public propagandistically to persecute the target‑objects. So that even brutal rioting by the executive organs are being accepted. They also wanted to achieve sentences in court, especially with a weak prove.

 

Hindrance of the contra‑public:

 

The newspapers of left organisations were hindranced in their publication by higher transport costs, higher taxes, boycott of the transport, making them wet or spray them with the bad ­smelling chemical "Skatol". The responsible ones was always the FBI organisation, which ordered these activities to other offices and businesses. TV appearances and other public activities of activists were also hindranced.

 

Permanent arresting:

 

They primary did not wanted to achieve a permanent arresting of the target‑object, although this was possible, but the permanent arresting should disturb, create fear, bondage the target­objects through examination‑arrests and courtly examinations. It also should reduce their finances through bails and law‑fees.

 

Informers and Provocateurs:

 

They should start illegal actions, with which important members or the whole organisation could be blamed. They also had to disturb the intern working system of the organisation and help to distribute false‑information.

 

"Pseudo‑Gangs"

 

There are some facts, which show, that the FBI itself created organisations, which had to disturb, divide and undermine movements..

 

Slander:

 

This was a popular method. lt was said, that special members, mostly important ones, were in police agents, embezzle money and other things. The FBI itself produced the proves, for example a faked report of the targed‑object of the FBI, which could be positioned in the car of a friend, as it had dropped coincidentally out of his pocket. This should increase distrust to the target‑object, isolate it and eliminate it. If violence was expected the efforts were increased. lf the person was isolated, the FBI got the chance to change him into a true informer

 

Passing on of information:

 

Information about the political opinion and activity of employees was given to their firms. Credit institutes also got information about political undesired persons.

 

Proof‑faking:

 

Another popular method was that the FBI itself produced proves for the criminal prosecution. Witnesses were threatened and forced to make false‑statements in the court. Evidences of the defence were also hold back.

 

Murdering:

 

Examinations of the Congress have reported that a direct involving of the FBI cannot be proven in case of murdering. But there is still no doubt, that this was also a method, which was used by the COINTELPROs. A document from the chief of the branch office of San Diego to the Director says: "Shootings, fighting and spread disturbances are still found mainly in the ghetto areas of south‑east San Diego. Although no specified secret service activity is to be seen as a mainly part of this situation, it is expected that a main part. of this disturbance is to be seen as a part of the programme. "

It cane be proven in several cases, that the FBI was involved in the illegal physical elimination of chosen leaders, by giving on basic‑information, logistics and necessary things for these kinds of operation. The FBI always used for the realisation representatives. Physical elimination was chosen, if other methods for the political‑elimination of the target‑object had failed.
